Brisbane is now the most permissive major city in Australia for short-term rental operation. Following the Brisbane City Council’s decision earlier this year not to proceed with a proposed permit scheme, hosts continue to operate under the existing framework: no permit, no annual application, no state-level short-stay levy, and no cap on the number of nights a property can be let across the year — a position unmatched by Sydney, which limits non-hosted stays in Greater Sydney to 180 nights, or Melbourne, where a 7.5 per cent state levy now applies to short-stay booking fees.

For owners of premium holiday and investment properties, that regulatory ease cuts both ways. It has kept Brisbane an attractive market to operate in — but it has also lowered the barrier to entry, which means more listings, more competition for the same guest pool, and a market where presentation increasingly does the work that scarcity used to do.

What does carry a compliance deadline

Two obligations remain firmly in place regardless of the permit pause. Brisbane City Council applies a supplementary rates category — roughly 50 per cent above standard residential rates — to properties used predominantly for short-stay accommodation. And Queensland requires interconnected photoelectric smoke alarms in every bedroom and connecting hallway of every dwelling, short-stay or otherwise, by 1 January 2027. Neither of these affects presentation standards directly, but both are worth factoring into how a holiday property is managed year-round.

Why presentation is now the differentiator

With enforcement remaining complaint-driven and the market open to more operators, guest expectations have moved to the front of the equation. A listing with more competitors nearby means guests compare more actively, and the review left after checkout carries more weight than it did when Brisbane’s short-stay inventory was thinner. A property that presents to a consistent, immaculate standard between every turnover protects both its review profile and its rebooking rate — the two levers that matter most once the regulatory advantage is shared across the whole market.
